What is the purpose of this thing. Most duster/demons I see do not have it. Somebody looked at it once and said "Oh yo are still running that thing" or something to that effect. What is it, and what does it do and can I connect the vacuum line right to the distributor and bypass it altogether ? Keep in mind I only drive it now on dry warm days.

That's called an OSAC (Orifice Spark Advance Control) Valve. It delays vacuum to the distributor advance on acceleration to improve emissions. Temperature and weather are not a factor, it delays advance all the time. Most people just bypass it.
