looks like it went on dry and/or too much air pressure, or the previous coats didnt have enough flash time between coats. im sure someone else can pinpoint it
Looks like it went on dry to me which caused the orange peal. I have a habbit of spraying dry also. It takes some practice to get use to moving slow enough to not spray dry yet fast enough top not run the paint every were.

I would DA it down and wait for some cooler weather to spray it again.
It was in the 60s when he sprayed it.
Well its fixable and I still have over a half gallon left. I think this time around ill get some help. Thanks for the replies fellas. I have a good Idea what I need to do. But I want a quality finish so I guess i need to get to it. Can I get some discs in 600 grit and use the RO Sander?
He stated he didn't use reducer until the last coat. He must reduce every coat.
I would get you a gallon mixing jug and mix a full gallon with the hardener and reducer. Then on the very last coat add .5 additional reducer to help open the prior coats of paint and let it flow out better.
