What is this weird silver electric part in the steering colmun? It has a yellow wire on it and why does the weird arm kind of go behind the hazard switch? This is on my 70 dart custom

Is it a stick or auto.


That may be the light for the prndl. (gear selector).
 
I believe it is the light for the ignition switch to help find the keyhole in the dark.
 
I think there is a small light bulb in the tube for ign switch illumination.
Yellow wire on dome lamp circuit and delay timer.

That is exactly what it is, but for the flasher switch when the lights are on.
The smaller tube is what you might call an early form of fiber optics to direct the light where it's needed, and the reason it's made like that is that was the only place they had room for a bulb.
