What is this piece?

I got a nicely rebuilt steering column a long while back. It is a floor shift model. What is the wire piece that I am holding? How do I know if it is manual or power steering?

That is a hold down spring/clamp however you want to call it for the orange steering coupler seal. In the perspective of your picture, you would push it to the right as far as it will go so that the flat part sits against the face, it is meant to hold down the seal so that it doesn't come loose.
You can tell if its power or manual steering by looking at the box to the right of what is not pictured.
 
That piece is a steering coupler clamp that helps ensure the top doesn't come off the steering coupler. The side you are holding fits over the cap where the orange seal is and the two ends go into the hole where the roll pin in just out of site on the right side of the picture.
 
I have the power column.But I have a manual steering. Time to order the adapter. Any preferences for that?
