What kind of animal is this?

Looks like one hell of a air gate controller to me!! did it come off a sub ore a ship?

Looks to strong and fancy for a big sand balaster,may be some kind of machinery that ran off of air. Where did it come from?
 
I picked it up at a second hand store in WA. I was told by a guy that worked there, that it was a valve for air tools, such as tampers. Thats what I was told, nobody else knew anything about it. It was at a giveaway price.
 
That sure is a wild looking somthing!!
