What size bolts to mount starter?

I have a mini starter from Mancini. Its new but was purchased about 10 years ago. The bottom hole is the correct size and a 7/16 bolt fits through it right. The top hole measures almost 5/8". Has anyone run across this before and what is the best way to address it? I was thinking I could machine a special shoulder bolt or just turn a spacer to take up the slack.
Last question, does the stud go on the top or on the bottom?
 
As JBurch said, the top one is supposed to be a stud with different threads on each end.
I'll find a pic of one and post in a minute.

Well I don't see anywhere so far what the sizes and pitches are, but you can order this set from Manicini pretty cheap and be done with it.

Yes, I have the original stud but the hole in the starter is larger. It appears that the starter fits up in a register so the larger hole shouldn't matter. I might put a bushing on it anyways.

Some (like me) like the stud on top and the bolt in the bottom, but I think it actually goes the other way around.
You can also use bolts only in the 7 1/6 x 14 pitch 1.25-1.5 inches length.
