Whats these holes for?

Hey all. The car is a 72 Swinger. Non A/C. I am cleaning up the engine bay and getting ready to paint. When I took everything out these 2 lower holes were pluged with some kind of large/thick washer with a bolt and nut holding them in place. I was thinking they were for A/C but my 74 parts car has the A/C holes up higher in the bay. Any ideals? I did not weld them up cause i may add A/C later and will use these if possible. Thanks for any input.

Someone cut those holes, probably for aftermarket a/c.
 
thanks guys. maybe i should have closed them up before i primed the bay?
 
A pair of plastic plugs will serve the purpose. Even paint them too.
