Those go on the three bolts that hold the steering column mounting bracket to the bottom of the dash frame.
 
Yes I know the go on after the column is in place. I have figured out that bolts in a box with poor labeling plus two years waiting on the car add up to "WTF IS THIS"!? I even have a factory manual. Lol

Yes, the washers/bolt hold the plastic spacer in position when installed.

AND....there should be a ground jumper wire from the metal tube of the steering column to the metal of the dash frame that grounds the turn signal wiring. This is a very important ground jumper.....
 
Ok just for the record... The slotted blocks in the column support were once metal so the little ground jumper wasn't needed. They added the jumper when those blocks changed to plastic. It grounds the horn switch and the column indicator lamp, key lamp and/or buzzer, only those circuits that need a chassis ground through the column. It has not relation to the turn signal switch or hazard switch.
