So that is basically the style of throttle control I have except mine mounts from the end instead of the side like this one, I may try to change it's location to make it operate smoother, I'm hoping to use the one I have as I said I'm selling this so I don't want to be in too deep, the throttle control I just ordered from Amazon was only 15 bucks plus I had to replace some air line fittings and do the carb so I'm already in 75 bucks and that valve is 60 on Amazon I'll probably only get 300 so hopefully I can work with what I got, great simple video though.
 
UPDATE! I received the Amazon kit and installed it as per the photo Rusty supplied and the instructions from AJ and Ant, amazingly it runs well, the puzzling thing is staticly the throttle seems backwards as it's at high throttle at rest ??? BUT when it's running with the new springs and smoother working throttle lever it idles as it should, even the unloader valve seems to work as the revs go up when the compressor is filling the tanks, the unloader valve leaks a bit of air when it's engaged due to a split o-ring of a unusual diameter but I bought a couple the other day that are close so I will try to see if they will fit next week, then she should be damn near perfect! Thanks to all that offered their help!

Yes, that's how they all are. Once it starts, the governor pulls the idle where it is set.
 
a lot of those small engines have a ball bearing set up inside. When it starts they are thrown out centrifugally which pushes the governor. That coupled with the springs balances the system to a set speed
