Stripped, primed (2k epoxy / rattlecan) and painted (2k rattlecan). The raised letters and numbers look yellowish / white like the paint just rolled off. After stripping and before primer, I cleaned with prep solve. I thought I wiped it down well. The primer seemed to stay ok... What happened..?

Who cares, it’s kinda neat. Just leave it.

But the answer is the paint didn’t stick to the raised surface or it dissolved the primer.

I agree. You need to figure out why so we can duplicate it. LOL
 
Too much paint at once, not enough time between coats.

How long between primer and color? Hours, days weeks?

If you wait too long before color and it needs more primer before color.

Hmmm.. Maybe. I waited about an hour after primer before top coat.
And I did 2, quick light coats then a 3rd, "wet" coat... but even then it was pretty quick as it's a small area.. Around 10 min between top coats.... but I'm no paint guy, so you're probably right..something went wrong.
