Those look like holes from 68 up windshield trim clips.
The larger holes should match up to the windshield gasket

Arrows point to the trim clip holes. The area in question is circled, was/is filled with lead and or factory seam sealer but was curious if that's supposed to drain.
Unmolested 67 dart.

Probably a welding blowout, probably had some dum-dum on it originally.
