I think duct tape will hold it till 150 mph, make sure you use the name brand. :realcrazy:

Now if he had made a 1/4 inch thick plate with the lug studs in them and behind the flange but located by the notches...
 
The thing is, it would take skill to machine those holes/slots on position and then the stupidity to do it. My best guess/hope is someone did that to mock up tires and rims or just roll a car around in the garage and driveway. Stupidity would be to actually drive a car like that.
 
I wonder what wheels were on there...but dollars to donuts, they were at least 18s
