I saw an old post on this site reguarding the LO vs L0 vin plates. This is from March/1966 which is prior to the launch of the D/Dart. It states that the VIN is intended to be L"OH".

It's just a difference in the font.

People have been incorrectly substituting “oh” for zero for a long time.
The Mustang 5.0 was called a “Five point Oh for years.
Chevy 4 oh nine.
Some complain about those that call out bad grammar but what about the people that use poor spelling and incorrect words? They get a pass for that?

No.

The pronunciation "oh" can be used for the letter and the number.

While I agree its "oh" as in the letter. It doesnt specify in that memo that it's a letter. I bet some of them are laughing at us know splitting blond hairs over this.

There is 100% precedent for the second VIN digit to be an "alpha" character, rather than a numeric one.

Does anyone say they have a "nine zero four" transmission?

Chrysler routinely used letter stamp for numerical values like I for 1

Something is real funny about this. Look at the date, 3/15/66. Those cars were still 18 month away before Bob Tarozzi even started gathering data in building the mule car. My earliest paperwork I have for those cars is 9/1/67 and Bob was just gathering data on different weights of cars and parts…..crazy.

Another thing I just noticed. Look at the “408” sure grip and the “409” special order. Those “0” are skinny where the L”O”-23 is round. I’m sorry but I’m definitely convinced that its the letter O and not the number 0.
Thanks for sharing this…..that date in the bottom corner must be a mistake or something strange.

Not a mistake. It is the correct date. It's the paperwork from a 1966 D/Dart which had the LO23 vin callout. Not the 1968 LO23. I posted it to show what they did to get the LO23's through the build sequence at the plant.

Our mopar heads are all numbers except the fabled 9O6s. Our phone numbers have always had the zero pronounced as the letter O.

That used to be something of a guideline when we were teenagers.
The girls that smoked cigarettes were likely the ones that were rebellious so we assumed that they might be more likely to get naked.
I don't recall ever testing the theory personally. I don't smoke and am not a fan of kissing a woman that does.
