What do the instructions say for the regulator you are using? Some of these regulators were designed so the return line was the restriction. If you sized the return line bigger than what was called for then you wouldn’t have any fuel pressure. That’s what you need to figure out.

Installing the heat insulator gasket this week to see if it helps. Another question for everyone, has anyone ever wrapped their fuel lines in the engine with heat insulator? Does it help? I want to exhaust all easy routes before doing a vapor return line if all else fails.

I have a friend who helped me with adding a return nipple to my 65 Valiant years ago. We removed the tank made sure it was completely empty and filled it up with water and he brazed it right on. I could have brazed it myself, but he's a danged artist and his welds looked slap factory. lol

There are hard lines connected to the tank side that then go to both pumps.

That appears to be your problem.

So I took the return line off and plug the regulator where the return line goes. I turned on the fuel pump and it takes about 30 seconds or longer and barely makes it to 11psi with the 19 PSI spring in the pump. I guess that tells the story.
