    my last new holley came with 7.5 power valves, and were open at idle . it was so rich it would burn your eyes..... i put in 3.5 s and it runs much better....if they are open you should be able to tell just be the smell and the burn to your eyes......also make sure the secondarys are fully closed.

    i would check out the float setting plugs ..make sure they are not striped.. ...same with the fuel inlets .... check the base plate for cracks...a new float bowl cost more that you are paying for the carb.........some times good deals dont end up so good...........so look it over good ,,,some...

    make sure you have a good ground at the tank, run a jumper wire from the battery neg. to the sending unit base,,if it reads full then you have a bad ground , , providing the tank is full...

    i would pull the plugs and take a look at them , to rich could mean a power valve failure, any backfire through the carb can ruin a power valve , it only takes once, unless you have a newer holley with the power valve protection . is it possible that you got some of that 10 per cent ethanol...

    a couple things to check, make sure the correct gasket is in the front meterig block, and while your there check the power valve, it sounds like its blown. the tip in response is controled by the power valve size. it should be 2- 3lbs less than manifold vaccum..
