64 barracuda trunk lid lip issues

Ok, looked closely @ my trunk lid for the first time and saw some remnants of repaired/delayed rust on the inside of the bottom lip, never have repaired this kind and was wondering what the best method/technique to use on this is, here's 2 pics of what I'm talking about.

The car is getting a color change, from red to a blue, soooooo

The best way to fix it would be to cut the rusty metal out and replace with solid metal. The quick way out would be to remove the paint and as much surface rust as you can, then hit it with a rust converter or POR15, try to get some on the backside of the seam anyway you can.

I'd wire brush it clean to the metal, then brush it with phosphoric acid or a similar rust killer, seam seal it, then paint it.
