Looks like high nickel rod. Frequently used for cast iron repair.
That is a ugly hack job of a repair for sure.I just say ugly as it doesn't even cover the whole flame deck surface. As horribly drawn below, I would worry about a pathway for cylinder combustion to cross talk.

You can't grind the deck surface of a block, it has to be taken to a machine shop and milled downMelt some high-grade nickel rod in there and a better grind job and you will be golden

Take a torch to it, that will tell you if it’s JB weld,

Might as well hone the cylinders too if taking the block out to be deckedYeah, I agree. I bet it could look a whole lot better just getting decked.
