looks like a drain plug ...but it don't look mopar to me ....so I am guessing ....drain plug to the harbor freight parts cleaner ????

I believe the grooves tell the grade. like three raised is grade 8

3 raised is Grade 5, 6 raised is Grade 8, and 7 raised is Grade 10.
