indicator lights not working

Here's the deal, it's a friend of mines car, B body, 1970 Coronet. He just finished putting it together. All the electrical works fine, headlights, tail lights turn signals, etc. except the indicators for the indicators in the dash for the turn signals and emergency flashers. They work outside the car but just not the green arrow dash indicators. The flasher is new, all the dash bulbs are working???
Kinda stumped, any help is a[appreciated.

Those are lamps are fed from wires branched off the front turn signal wires, probably right there at the TS switch. So it's most likely "right at" the cluster........loose PC board connector, bad bulbs, poor socket connection.

Also could be poor grounding in the cluster.
 
When the only working dash lamp is the "BRAKE" lamp, the inst' panel isn't chassis grounded.
