well i have both but i know one for sure is broken. so my parking brake doesnt work. really i would like replace both with new ones if possible. a used one would do for the meantime though

Take an old one to a NAPA store if you have one. Go Monday thru Friday and ask for the oldest parts man there and see if he can match it up. From looking at thye picture it looks just like the Mustang ones from the era.

I am headed to the parts book room right now to see if i can pull up up a Wagner number for it.

You probably have other troubles that spring is really an anti rattle spring. It really doesn't have a thing to do with weather they work or not. Check your emergency brake cables, they maybe froze up.

What you need used to come in one of the last two kits.

I may have Chrysler numbers also.

Chrysler part number is 2072646 in my 1968 Mopar catalog.
From looking at the number it should be used from starting about 1960 or 1961.

Arizona Parts at 480-966-6683 shows 11 in stock for $1.00 each under part number 2072646 and it is used from 1960 thru 1969.
