Small bubbles in trans fluid

727 reverse manual valve body. Small leak. Couple drops on floor. Checked fluid and had bubbles in it. Got up to temp in nuetral when I checked it. Added a little fluid. still there. Shifts fine, not discolored or burnt smelling. Thoughts? Went around pan snugged bolts. Drain plug was tight. Didnt really determine exact sorce of leak. some bolts were a little less snug tham they should be but, that was it.
 
IMHO fine bubbles indicates over full and it is being foamed up by the gears etc. Think crank without windridge tray.

But if you had a leak inside the trans (one of the passages?? Valve body gasket???) it could be sucking some air
