I was sold a set of springs that are marked P4510268 and P4510269 which would make them XHD make suitable for my 70 Duster. However, the forward sleeve is way larger than the ones I just took off the car. The bolts just flop around inside the sleeve. Any idea what that means?

There are two different bushing sizes, but I am not sure of the exact application. You can get a larger grade-8 bolt and lock nut, then drill out the hanger.

Your bolt is a slant 6 bolt, and the springs are V8
Easiest to get a new bolt and nut and drill the bracket as stated in the prev post.
Be sure and get either a nylock nut, or a castle nut and cotter pin.
I guess one could use loctite if can't get a nylock nut that size.

Stock A-body front spring bolts are 1/2" , your springs just like my s/s springs are made with the 5/8 B-body bushing. I got a hold of some B-body bolts and drilled the holes in the mount. Fits perfect !
