No I'm not sure. How do you clock them
Jack the car up. With the bar out of the socket.
screw out the adjustment screw all the way.
Put in the torsion bar so in the hex as to keep the best lowest a arm position.
Now you can lower the car and adjust the height.
 
They are "handed" that is specific left and right bars, but there is no front or back. Or not originally anyhow. Like any spring they will take a set and change shape over time (the spring rate will remain the same). It could be possible that the bar in question has changed a little but there is sufficient range in the adjuster for that.

Is the adjustment screw going all the way until the head contacts the cross nut? If so, you probably have the hex off one flat in the LCA. The adjuster range is pretty close to 30 degrees for that reason. Removing the UCA bump stop will allow the arm to drop farther. If the adjuster does not screw in all the way take is apart and clean the threads, don't force it. You don't want to strip the threads.
 
They are left and right and if you get them in backwards they wont adjust.
 
I guess I should rephrase that, if you put the right in the left and left in the right it wont work,
front to back wont matter. What are the #'s on them, both sides.
