Most body fillers are meant to be applied to bare metal. It bites better. But you are right with moisture. If your car stays outside its whole time you own it. It will eventually get moisture through. But that would take a long long time when all the body work is done properly.
As far as the magnum motor goes. It no longer resides in there. I never finished this project. I put the Dakota back together and sold it, and pushed the Dart to the back burner. Maybe one day the wife and I will get back to building this car.
