Now with that said I just in the last few months took a block down to the machine shop for boring line honing and a total prep for a stroker kit that I just ordered.. I had a 318 block and a 360 block laying in my shed... To me it was a no-brainer which one to grab...
 
Stroker kit 1500, block prep 700, Speedmaster heads on Black Friday 700 to the door, call Ken at Oregon cam grinding and grind you a cam for $79 from a core, getting pretty close...
I know nobody's talking stroker kit here but that would be a pretty easy route to get close to 3K and this is all new stuff for the most part...

Maybe I just assumed, but I thought the premise of the original question about 4 million posts ago was a running LA 318 w/ $3,000 to spend vs a running LA 340 w/ $1,500 to spend. So now, we're allowing a 5.2, but not a 5.9? Why is the goal post moving?

You can run non stock heads, like magnum heads on an LA 318 so doesn't really matter if the bottom end is magnum or LA, and OP just states 318, 5.2l is just 318, magnum is basically just a head package not an whole new engine like hemi.

Sort of like the 1968-71 340 is one engine head package and the 1972-73 are different heads and Compression?

We would not be having these long and drawn out conversions if the 'Bean Counters' at Chrysler did not saddle the 318 with sub par parts. If they had offered a 1.88" valve 10:1 with a 252ish cam and 4bbl option on the teen It would be a whole new ball park. Maybe 260 HP at the crank

You are given a choice to BUY one or the other at current market values of a core, long or short block. Then and only then you subtract the cost of the engine block from the $3000.
What you have left over is what you can spend for ANY parts and machining.
No parts can be from your stash. No FREE parts from friends. Every part must be open sourced 'Fair Market' Price that everyone else gets.

Seem the average price of a 318 long block runs $150. Average price of a 340 long block runs around $1000. So the 318 now gets a $850 head start.

I have seen a couple of these 318 build articles and there are a few suspicious parts gotten from a friend of the build article or whatever... That always kind of threw me off...
It's almost kind of like saying kind of like I started with maybe that you get a fresh 318 and a fresh 340 but when you get the 318 you get an extra $850?...

And the thought is about not cheating.

I could sell 318willrun a $10,000 318 for $150 but that would not be honest.
His 'Bill of sale' would state "I sold 318will a 318 long block in non running condition in "AS-IS Where Is" without any warranty"

And the best would to Dyno both engines at the same shop under same conditions. Then put them in almost the same preped cars and run the 1/4 mile.

I don't think the 340 Cultists would go along with this.
 
I also would say that if you buy a LONG block and want to replace every bolt that CAME with this engine, with ARP type bolts, that should NOT be subtracted from the $3000 as you are not going to get 10 more horsepower.

BUT, if you bought a SHORT block that did not have head bolts and want to slap on aftermarket heads and want ARP type bolts, that money should count as you are not replacing 1 for 1. You chose not to buy an engine with the bolts up front.

Where to draw the lines?

It is cheap! You clearly haven't been paying attention . Frickin idiots like .... keep trying to tell everyone different. I have my 400hp 318 out and getting a freshen up. It was in my dokatas the other one is putting out around 330hp according to trap speeds and a dyno. Stock heads and bottom end. I'm going to put the 400hp in my 67 valiant
