An update; I found a burned wire in the harness behind the dash , all the insulation is melted off. It's black , and a fairly large gauge so I'm pretty sure this is the culprit. Prior to that , I unwrapped a good portion of the under hood wire , all that was okay.

I think if that chip is the worst of it, I'd knock the sharp edges off with a file and set it back up and run it. Of course, as already mentioned, there are no guarantees.
