    starter will not disengage

    If it worked it worked. But if you made a shim to tilt the starter away from the block, assuming the mounting bolts would act as a pivot point what you did would have moved the back end of the starter closer to the flywheel.

    Power Source

    You need to find a switched source. I'll bet there is a spare lug on the back side of the fuse box that is switched by the ignition. What would work best would be an unused spot so you could fuse it there in the box itself. capiche?
