I never thought of a 383 (or the 400) as a "low RPM" engine considering its 3.38 stroke.... Shorter than many small blocks.
 
383 has a slightly longer stroke than the 327 but a shorter stroke than the Chev. 350 (3.480)

The 'M-21' Close-Ratio 4-Speed Transmission was available for the 327/300 HP 'L-74'.

It would have made that light 'Shoe Box' very deadly on the Street
with the 'optional' set of 3.73 Gears.

And with 15" Tires and 4.10's ............ That Chevy 'II' could fly.

I had a 70 Chevelle with a 300 hp 350 and the M22 wide ratio 4 speed, 3.23ish gears and a peg leg rear that shure felt faster then my Dakota which ran 15 flat. I would think the lighter Nova would be a low 14 sec car not high 14 sec.
 
A friend of mine had a '68 Chevelle with the 327 300hp and an automatic. At the time I was driving a stock '74 Duster 318 auto. It was a toss up with who would win. Whoever stopped spinning the tire first would have a fender on the other. It never impressed me much.
 
I hat to say it but I think the chevy II may have this one, completely stock.

Do you know the definition of average? You yourself said average mid 14's. What is low 14's? 14.001? To me a 14.2-14.3 is still low 14's which I guess is impossible from a mid 14's average.

We can always change the 'verbage' to .......... Range.

Not sure that a 14.39 is considered low 14's.

Other odd statements >
* That car is a 14-Second Machine.
* The car runs consistently in the 14's.
* That car can run low 14's all day long.
* We usually can get into the high 14's.
* Mid 14's is what we run.
* It runs in the high 14's.
* If we had Slicks and a good Driver, it could run 14-Seconds.
* We run 14.0's, dead nuts.
* Its in the 'teens'.
* The Magazine says it should run in the low 14's.
 
my definition is;
low 14's, 14.00 -14.39
mid 14's, 14.40-14.60
high 14's 14.61-14.99

At least, that's my opinion.
 
I do think you are right, low 14's would take a few tricks. The best magazines got was high 14's but that is the same as a 383 A body 4 speed in their hands.

You just knew 'Back-in-the-Day', a few guys slid in the '151' Camshaft
into the 327/300 HP and still claimed it as 'Stock'.
