Please, help me with this steering column insulator

The column doesn't ground through the shaft! There is a ground wire running from one of the column support bolts to one of the mounting studs. Usually three studs w/ white plastic inserts. The one stud that is used for grounding will be double nutted. Maybe #49 in picture.
 
The #49 ground wire grounds the tube, not the shaft. The shaft is grounded through the bearing and its rubber insulator which has a metallic staple in.

My T/S malfunction was mechanical, not electrical : a tiny play into the steering column. The snap ring resolved it by stiffening the shaft into the collar.
