Clean it up, get the bushing off and clean up the shaft with some fine sandpaper, crocus cloth or a scotchbrite pad. There is probably a burr there. You will need a new bushing.
 
Look carefully at the od of the bushing. If it looks like it has been spinning investigate the bore in the block.
 
Those bushings are pressed into the block and burnished to proper size with a special tool.
 
I'd bet the bushing is still good. I see a lot of black gunk below it. That's why the bushing came out with the shaft. But do inspect closely....

Clean the Shaft, remove bushing, Oil Shaft, Check play of bushing on shaft, Check od of bushing for tight fit back into block. Should be ok. Not a super critical part....
 
Just glanced at the KC - B-more game.
