The rocker shafts could be bolted on wrong. Pull the shafts and then spin it. You may get oiled.Wanting to ensure I do this right.

Let me see, if I remember correctly, the notch on the shaft goes down and to the back on the passenger side and to the top and forward on the driver's side. You may need to look it up to be sure.How can I tell if they're wrong?

It should be ok but that much pressure and turning the engine, you should have oil up top.This was a "running engine" so I'm confused.... but, that's kinda how this whole thing has gone. Thanks Mike

I never got why mopar timed the rocker arm oiling. I know what it does and how it works. But. My Magnum based 408 oils thru pushrods. No over oiling....Should see oil within a minute, especially with 90 psi. I would pull rocker shafts
I wonder if timed was only on purpose. A hole drilled in a cam bearing journal gives it a squirt every half turn. I would try that, your quarter turn might never open the oil passage.Hey Tim
May be as simple as turning while running the drill to oil? I've been turning off the drill to advance the crank.
