Yes. He did. And he broke them.

But:

Barry Bonds, Sammy Sosa. Mark Mcquire , all in recent times, busted for steroid usage that allowed them to beef up to break records all in the all of fame. Steroids are against the rules too… and arguably had a much greater impact on the game of baseball and the integrity of it than a guy placing bets that his team would win.

There’s also rapists and murders in the HoF, pretty sure that’s against the rules too
