Was just browsing a couple model car forums, they say purple power degreaser loosens the paint but don't dissolve or eat plasticYou can try denatured alcohol.
Brake fluid or easyoff oven cleaner. WD40.toothpaste.
Actually some bathroom cleaners or cleanser with a soft brush work.
Best to try on a small area.
Think toothbrush.

Usually there not much actual paint on those things. Too course and plastic tends to "scruff/fuzz up" I'd be tempted to try some 360 or 400g wet paper with water first and it would about be ready for a coat of adhesion promoter when doneI think I'm just gonna play it safe and try it with medium grit
