    Is it possible that vacuum advance is coming in early enough to cause this? I assume you are disconnecting it when checking timing. Mechanical advance can also do this if you have a broken advance spring or two.

    This description is exactly how a backwards wired distributor pickup coil acts when the wires get switched. In that case the spark is not aligned with the contacts on the distributor cap, and reving it makes it worse. It causes backfires and plugs loading up.
