    POR 15 on body panels?

ONLY way to "KILL" rust is to cut it out completely all the way to good metal and install a new piece of metal where you cut out the rust! I have never heard of anything that will kill it completely, you can make areas look better with some chemicals and cover it up to a point but it always comes...

You might try some bug and tar cleaner and also at the hardware stores they sell some stuff called GOO GONE you might try that .All of the things I suggested is pretty easy on paint also. Hope you get it off...

They actually make a black paint called TRIM BLACK.I have a 67 chevelle SS and the rear panel below the deck is originally black so when I restored the car I found out about the stuff called TRIM BLACK! It is better than using flat black,or hot rod black. It really looks close to the original...

    Body solder or ???

I would go with the body solder/Lead,it is not that difficult and is a great process. Easy to fix if you make a mistake.Actually easier than regular body filler in my opinion. If it was my car that is what I would go with.It is a proven method for many many years.

    Soda Blasting & POR 15

After you have it blasted, use the epoxy primer on the car. That will keep any surface rust from appearing on it.You will still have to addres already rusted areas.Repair those then use epoxy primer on thos areas.Nothing is going to stop or kill the rust on metal but cutting it out and replacing...
