Agree. You should only be concerned with the visible portion once installed, which is that thin band around the perimeter. Anything else is like painting the underside of the porch. As far as the visible area, I have certainly seen worse.

If you are going with a flat black hood and scoops you need to get rid of the white top. It would just not look good IMHO. I would keep it the way that the scheme it currently is. Looks good.

Ditto. I am sure that panel only has some small dings from what I can see. It is in MUCH better shape than most. Keep an eye on craigslist. They pop up on there from time to time, but be quick. Typically good ones I have seen are from $250-500ish.
