You know, getting a Points type Dist. to spark is real simple, right? Your issue is more then likely a ground, the breaker plate has a ground strap that needs to be there, and the hold down clamp needs to be there as well, and a metal gasket, or "O" ring......
Pull the Dist. and coil, and wire it up on the bench.....Easier to trouble shoot on bench. Just need 12v to positive on coil, lead from Dist. to negative on coil, and ground the Dist. to the negative on Batt, or power supply...spin the shaft and see if there is a spark, if not, figure out why...
