I have a new holley 650 Carb I think I will put on the Dart to see if problem follows, the Idle problem.

Just keep the documentation on it. The VA is a stickler for their paperwork. If nothing else, it's a little extra every month on top of your retirement that isn't taxed.

Do you think your mechanical advance is starting to kick in at idle?
Also, does your carb have 4 corner idle circuits?
