Can't you just re tap the holes.So I need help. The previous owner stripped out the screws that hold the passenger rear arm rest on, think I should just drill them out

The philips heads are completely rounded out, can't get vice grips to them. I may just get the sawzall and cut between the panel and arm restCan you get a vise grip on the heads and pull while you turn?
What have you tried to use to remove them.
RecessedAre the heads exposed or recessed?
That's what I'm thinking, I tried my screw extractor and the screws are either rusted in too much or the metal too soft, the extractor just spun outDrill the heads off.
