OK, our inspection stations are regular garages. Individuals must have inspection license.
well, most garages have the ability to do inspections - rare is the shop that doesn't - and they do have to be licensed, but this one place is strictly for inspections, I believe it is actually state run - as in the people are state employees...

I just looked them up - it's not a state facility or state employees - privately owned, but inspections is what they do
I think PA wanted to do State run. Especially for emissions. Not sure if it ever happened or if any still exist. Would have been Philly first. I think they were the first area to require emissons and might even be stricter requirements. I don't think some areas have it at all out in the boonies. @dartnabout might not need it.
